Yuliya was born on December 19, 1987. In 2010 she graduated from the Baltic Fishing Fleet State Academy holding a degree in Automated Systems of Information Processing and Management. She did training in the Administration of Zelenogradskiy Region municipal formation and SME Support Council.

Interests: music, sport, foreign languages.
