Pavel was born on December 10, 1982. In 2002 he graduated from the Kaliningrad State Urban Development College. From 2002 to 2004 he served in the Armed Forces of the Russian Federation. He is taking degree in Applied Informatics in Economy at the Kaliningrad division of the Moscow State University of Economy, Statistics and Informatics. He worked in IT Departments of several local companies and has been a Deputy Director of the department.
