“I consider it to be a promotional project rather than a business one. Our target is to report that the project is developing in various countries. The card exists de facto and that is great. In the places where there are offices and offshoots of our banks there will be possibility to issue such cards,” Sergei Katasonov, the first deputy on budget and taxes committee of State Duma, said.

That is why amendments, which let non-Russian banks to be participants of the system, have been introduced to the Russian legislation.
