As for the provisions on the budget, Trump drew attention to the ban on financing payments to some advisers of the White House. This bill, according to Trump, prevents him from managing and receiving the views of senior advisers, violates the principle of separation of powers and undermines the president's ability to fulfill his constitutional obligations.
