If the photo of the document is on your PC, then right-click on the file and select Properties to check its size.
You can change the file size using Paint, a standard desktop drawing software (open the document through this program and click "Resize"), or through any photo editor.
If you used a mobile device to take a picture of your document, the file size can be changed with the help of a photo editor.
