The latest CBI Distributive Trades Survey indicated a slight uptick, with the index rising to -27 in October 2025 from -29 in September. This reflects that UK retailers are still experiencing declining sales, with projections for November dropping further to -39. Despite this marginal improvement, sales have been on a downward trajectory for the past 13 months, as consumer confidence remains fragile. According to the CBI, consumers are increasingly cautious in anticipation of Finance Minister Rachel Reeves’ upcoming budget announcement on November 26. Martin Sartorius, the principal economist at CBI, highlighted that uncertainty surrounding fiscal policy is compounding the challenges faced by retailers, who are still grappling with the impact of last year's tax increases and sluggish demand. He called on the government to eliminate the prospect of further business tax hikes to foster confidence. Additionally, retailers are concerned about proposed employment rights legislation that could hinder hiring efforts.
